Why stamp duty varies so much by state

Stamp duty (officially transfer duty or conveyance duty in some states) is set and collected by each state and territory government, not the federal government, so the brackets, thresholds, and first home buyer concessions are different everywhere. NSW and VIC, for example, both offer a full exemption for first home buyers under a price cap, then a phased partial concession above it.
